If the issue weren't so vital to good government in a state that desperately needs comprehensive ethics reforms, the performance of the New Mexico Legislature in recent days would be hilarious.
It's not one bit funny, however. As reporter Steve Terrell of the New Mexican in Santa Fe observed: "The only campaign-finance bill to speed through the state Senate this session is one that would have the effect of slowing down campaign-finance reporting."
Despite high expectations of citizens for a slate of ethics-reforms measures languishing in the Legislature, the best our lawmakers may do in a 60-day session is take a step backward to negate a previous, positive ethics requirement.
Unbelievable. The Senate leadership has made a mockery of ethics reform - and of the effort to open up legislative conference committees to the public.
Senate Majority Leader Michael Sanchez, a Belen Democrat, sponsored and guided Senate Bill 363 to unanimous Senate approval this week. His bill makes it optional for a candidate for state office to file campaign finance reports electronically online.
