The property tax-rate cut enacted by the Pima County Board of Supervisors last summer could be wiped out by an Arizona Court of Appeals decision in a property tax case favoring telecommunications giant Qwest.
About 225 now-vacant positions in county law enforcement, criminal justice, public safety and health areas will not be filled soon if the county has to refund up to $13 million in property taxes to Qwest as part of the court ruling on company property taxes dating back to 2002.
