Pima County faces across-the-board budget cuts and area school districts may have to raise taxes to pay for a $24 million tax refund to Qwest Communications. The Arizona Court of Appeals sided with the telecommunications company when it claimed the state Department of Revenue overvalued Qwest's property from 2002 to 2006. In a Sept. 26 letter to county officials, the state said the company is seeking $24 million just from Pima County jurisdictions, with most of the money coming from the county, area school districts and Pima Community College.
