SANTA FE, N.M. -- A plan for commuter rail service between Belen and Santa Fe can move forward.That's because Attorney General Patricia Madrid has finished her legal review of a deal between the state and BNSF Railway.The state Department of Transportation had been waiting for the go-ahead to close a deal to buy 51 miles of track between Belen and Bernalillo.The New Mexico Rail Runner Express will likely be running between Albuquerque and Bernalillo by June.Trips to Belen are expected by mid-summer.Plans call for extending the service to Santa Fe by the end of 2008.Madrid did not offer an opinion on the economic impact or the merit of the joint use agreement.But she says the deal is lawful under state law.
